How to Convert Multiple JPG Files Into One PDF (Any Device, Free)

Put several JPG photos into one PDF, one image per page, in the order you choose. Works in your browser on any device, plus Windows and Mac options.

To convert multiple JPGs to one PDF, add all the photos to a JPG to PDF converter, put them in the order you want and create a single file with one image per page. You can do that in your browser on any phone or computer, or with the print-to-PDF option built into Windows and macOS. This guide covers both, plus what to do when the order is wrong or the file comes out too big.

The quickest way: JPG to PDF in your browser

  1. Open JPG to PDF and choose all your JPG files at once.
  2. Put them in the order you want the pages to appear, and remove any you don't need with ✕.
  3. Click Create PDF (the button shows how many files you added). Everything happens on your device.
  4. Download the PDF.

Each image becomes one page, in the order you chose. Out of the box that is an A4 page with a small margin, with each photo fitted inside it.

Change the page size, margin or framing

Under the file list you get a strip of page thumbnails. Tap one to open the page editor:

  • Page size: A4, Letter, Fit to image, Square or a custom size in millimetres.
  • Orientation: Auto, Portrait or Landscape.
  • Placement: Fit, Fill, Original size or Stretch, plus a margin of None, Small or Medium and a background color.
  • Zoom and drag the photo to frame it on the page.

Click Apply to all pages to use the same settings for every photo, for example Letter pages with no margin. The photos are processed inside your browser and are not uploaded, which matters for receipts, ID scans and signed forms. The tool is free with no watermarks; downloading the result needs a free account (Google or email).

Mixing JPG with PNG, HEIC or other images

If some of your pictures are screenshots in PNG or iPhone photos in HEIC, you don't have to convert them to JPG first. Image to PDF accepts JPG, PNG, WEBP, HEIC, GIF and BMP files together and turns them into one PDF the same way: choose the files, set the order, click Create PDF from and download. The same page editor is available there.

Built-in options on Windows and Mac

Your computer can often do this without any extra tool:

  • Windows: select the JPGs in File Explorer, right-click and choose Print, then pick Microsoft Print to PDF as the printer. The images are saved as one PDF.
  • Mac: select the JPGs in Finder and open them together in Preview. In the sidebar, drag the thumbnails into the right order, select them all, then choose File → Print and use the PDF menu to save as PDF.

These work well, but setting the page order can be fiddly, and the steps differ between versions. On a phone, or on a computer you don't control, the browser tool above is usually simpler because it works the same on iPhone, Android, Mac, Windows and Chromebook.

Fixing the order or adding more pages later

If you notice a page in the wrong place after downloading, you don't need to start over. Organize PDF Pages puts the pages of a PDF in a new order, and Delete PDF Pages removes ones you don't need.

To add more photos to a PDF you already made, convert the new JPGs into their own PDF, then join the two files with Merge PDF. The full steps are in our guide to merging PDF files.

If the PDF is too big to send

Phone photos are large, so a PDF of a dozen pictures can exceed an email or upload limit. Two things help:

What the converter doesn't do

Filevale has no separate tool to crop or resize image files. Inside JPG to PDF you can only frame each photo on its page with zoom, drag and the Fill placement; to change the image files themselves, use your phone's or computer's photo editor first. Text in the photos also stays part of the image: Filevale doesn't offer text recognition (OCR), so you can't search or copy that text in the PDF.

Frequently asked questions

Can I choose the order of the pages?

Yes. After you choose your JPG files, you put them in the order you want before creating the PDF, and each image becomes one page in that order. If you need to change it afterwards, use Organize PDF Pages.

Does it work on iPhone and Android?

Yes. JPG to PDF works in any modern browser, including Safari and Chrome, on iPhone, iPad, Android, Mac, Windows and Chromebook. There is nothing to install; pick the photos from your gallery or Files and download the PDF back to your phone.

Are my photos uploaded anywhere?

No. JPG to PDF runs entirely in your browser, so your photos never leave your device. That makes it safe for private documents such as contracts, bank statements and ID scans.
